Rufino "Penny" L. Policarpio III is the Senior Partner of the Law Firm of Policarpio Pañgulayan & Azura, a general professional partnership of ten licensed attorneys, which he co-founded in 1995, with principal offices in Ortigas Center, Pasig City, Metro Manila.

He is a graduate of the Ateneo De Manila University in 1985-Bachelor of Science in Management (major in Legal Management), and the University of the Philippines, (U.P.) College of Law (LLB) in 1990.

Atty. Policarpio currently serves as legal counsel and corporate secretary to various domestic & multinational companies doing business in the Philippines. He has extensive experience in litigation and business laws. He is also a part time faculty member of the University of Asia & the Pacific (UA&P), School of Management.

A Rotarian since 1993, PP Penny was proposed by then PE (Centennial Gov.) George L. Howard. He has served with distinction as Club Secretary for 4 terms. In RY 1995-1996, he was awarded as the District 3780's Most Outstanding Club Secretary, and RCSFDM's Rotarian of the Year. This was the same year that his home club, RCSFDM was elevated to the District Hall of Fame as Most Outstanding Club. Consistently recognized as among the Outstanding Rotarians of the Rotary Club of SFDM, he was elected Vice-President in RY 2001-2002. He was again awarded Rotarian of the Year, as Pres.-Elect for RY 2002-2003.

As Club President for RY 2003-04, he was conferred two Rotary International Awards-The R.I. Presidential Citation by R.I. Pres. Jonathan Majiyabe, for having successfully completed at least two major projects in each of the four avenues of service, and second, the R.I. Award for Membership Development-for having brought in the most number of new members in R.I. District 3780.

During the centennial year, IPP Penny Policarpio served his District 3780-as Senior Deputy District Secretary and GSE Team Leader to D-7890 Connecticut USA. He served as Assistant Governor under the leadership of District Governors Benjie Bacorro, DG Dan Espinosa, DG Alex Cureg, and DG Dulce Coyukiat. He serves as Lieutenant Governor (Programs & Committees) under District Governor Pablo "Ambo" Gancayco, RY 2010-2011.

He is married to Joan Gonzales-Policarpio, a Director & Chief Trader of Deutsche Bank AG Manila. She currently serves as President of the Money Market Association of the Philippines (MART). They have three (3) children, Ma. Isabel, 17; Miguel, 12; and Ma.Patricia, 10.

He will serve as District Governor for Rotary Year 2012 - 2013.
