DGE RUFINO "Penny" L. POLICARPIO III
District Governor Elect, RY 2012-2013
RI District 3780, Quezon City, Philippines
DGE Rufino "Penny" L. Policarpio III, of The Rotary Club of San Francisco Del Monte, will serve as the 26th District Governor of R.I.District 3780 this coming Rotary Year 2012 - 2013.
A Rotarian since 1993, DGE Penny is an experienced Rotary Leader having served the District in various positions. He was Senior Deputy District Secretary, Centennial Group Study Exchange Team Leader, District Committee Chair, Assistant Governor (for 4 terms), and among the first to be appointed as Lieutenant Governor. He serves as faculty member of our District Rotary Academy and the Rotary Leadership Institute (RLI), an affiliate of Rotary International.
He served his home Club with distinction for the past 18 years. In his first year as Club Secretary, he was awarded as the District 3780's Most Outstanding Club Secretary, and RCSFDM's Rotarian of the Year, in RY 1995-96. As the 34th Club President of RCSFDM for RY 2003-04, he was conferred two Rotary International Awards-The R.I. Presidential Citation by R.I. Pres. Jonathan Majiyagbe, and the R.I. Award for Membership Development-for having the most number of new members in R.I. District 3780.
A lawyer by profession, DGE Penny holds the classification: Corporate Law Practice. He is the Senior Partner of the Law Firm of Policarpio Pañgulayan & Azura, which he established in 1995, in Ortigas Center, Pasig,City. He currently serves as general counsel, corporate director, and corporate secretary to various domestic & multinational companies doing business in the Philippines. He has extensive experience in court litigation and in business laws. He continues to serve as part-time faculty member of the University of Asia & the Pacific (UA&P), School of Management.
A graduate of the Ateneo De Manila University in 1985-B.S.Legal Management, and from the U.P. College of Law (LLB) in 1990, where he excelled as an active student leader, Atty. Policarpio has since been engaged in the practice of law for the past 20 years.
He is happily married to Joan Gonzales-Policarpio, who is a top bank executive, and former President of the Money Market Association of the Philippines (MART). They have three (3) wonderful children.
